Reconciling municipal water records for subsidy review and forecasting

Standardized inconsistent municipal records and linked properties to transfer-agreement classifications, enabling systematic review of rates, payment responsibilities, and future subsidy obligations.

OrganizationUtility provider reviewing transferred municipal systems
Data preparationApproximately two weeksDuration of the initial data-cleaning phase; the wider review continued beyond this work.

The challenge

Following the transfer of water systems to municipal management, the utility needed to review administration against the agreed subsidy schedule and processes. Records were maintained differently across systems, making consistent analysis difficult.

My contribution

I transformed, cleaned, and standardized the municipal Excel records, establishing links between property records and the classifications in the original transfer agreement. This supported analysis of which party was responsible for payments and when that responsibility changed.

Results

The resulting data supported systematic automated reporting on connections, rates, and payments, and forecasts of future revenue and subsidies. The review identified discrepancies in property inclusion, status, and payment responsibility, providing an evidence base for reviewing administration against the agreement.
