The challenge
Water systems had expanded over decades through local, ad hoc additions. Connection records had not been comprehensively verified since the systems were established, leaving undocumented connections and uncertainty about existing records. Reliable information was needed to support transfer to municipal management.
My contribution
I carried out field investigations to locate undocumented connections and verify existing records. I implemented a database schema and model to capture and query characteristics such as location, connection type and length, connector type, pipe diameter, and water usage rate.
Documentation and use
I wrote detailed documentation provided to regulators to support the transfer and established water-rate arrangements. The connection records and documentation provided a basis for rate information, the planned phase-out of system and individual-property subsidies, and the associated legal documentation.
Results
The work turned dispersed and incomplete connection information into a structured, queryable record, giving the project team a documented basis for transfer, rate, and subsidy arrangements.
